We don't know how it would affect World Builder. There's a constant array with all base Civ5 resources in ID order in CvInfosSerializationHelper.cpp (also policies and policy branches), which is apparently not used anywhere, but you never know.
There's no need to change the ID. I have prepared the code and tried it in my beta, so it will work without a harm. What's more, the code will allow anyone to modmod the exact order of the strategics with simple SQL statements. This means that if someone wants Uranium to be first on the Top Panel? No problem.
