Problem: Sambadrome is a kind of thematical duplication of Carnival UA, so it feels weird.

Rationale: Since Cristo Rodentor already used as WW and Carnival theme is already part of the UA, the Brazilian football is the next thing which comes to mind. There are tons of Brazilian players around the World - Football is the strongest part of modern Brazilian Soft Power. The Stadium building itself is a great boost to Brazilian Kit. Making it available earlier provide huge benefits to the Civ, especially with some minor buffs.

Buffs don't look minor to me.
1% growth per 2 gold could become huge!!
I can get like 300 gold in the capital quite straightforwardly. I'll get 150% growth!
Probably it needs to be more like 8 or 10.

Then you have GPP too!

Given it's already a whole era earlier I don't think your budget includes both of these bonuses. One could argue at the moment you don't need either!

Minor note -4 maintenance and gold/citizens feel redundant. Given it is earlier i would just reduce maintenance.

A Stadium is literally a football field, so this isn't changing anything. Maybe if you wanted it to be a specific stadium (Maracanã is the most famous), but I don't think there is a way to make it unique, since they are, well, common stadiums.
 
Football fields are everywhere in the world. What makes the Brazilian ones unique?
 
I interpreted it as more like a grass-roots local football pitch?
@Yngwie will have to clarify what he thinks the art should depict.
In my mind there should be a figure of a player with brazilian national colors (yellow+blue). The main focus of the art is a large ball. The First reference is a great example of composition. The background is obviously the grass with bleachers like on the 2nd reference

There is nothing unique in brazilian stadiums itself. The main point is the local attitude to the football. There are significantly more people who plays football professionally than in any other country. Evidently, huge part of young people play football and dream about future career. Plus Brazil is the most successful national team in the World

The reason why a lot of people here play it is 1) it's cheap, 2) it's the only way to climb in society for a lot of people and 3) it's pushed by the government for political reasons. Also that sucess is completely empty, as it doesn't impact anyone here besides the players and mainly broadcast owners and their sponsors (Nike, Adidas, FIFA, etc). That only further stereotypes the country even more than a sambadrome.

One of my custom civs used to have a unique stadium. I removed it because it was way too late.
 
The trick here is, this is a late UB, and growth especially at this point in the game is pretty irrelevant much of the time. So personally I do think you can open the power gates a bit here. Giving a civ some late game pop boost is an interesting mechanic, and frankly for Brazil's kit I don't think its terribly OP or anything.

Considering Brazil is lightning focus on CV play based on their kit....this notion to me makes sense. Culture "dominance" is a very nebulous context, and if any sport can be said to have influenced world politics its fulbol (especially since literal wars have been started over it).
