Gains +1 of All Yields at Industrialization ( :c5food::c5production::c5gold::c5science::c5culture::c5faith:)
+1 :c5gold: Gold and :c5production: Production to Villages and Towns

+4/2 :c5gold: Gold to all :trade: Trade Routes to/from this city respectively
Tobacco Resources gain +3:c5gold:

Proposition:
All the same with added -2.5% :c5culture: needed to choose cultural policy on completion basically reducing cultural penalty by half.

Rationale:

This change would increase building's uniquness as well as thematic score representing Russian's Empire cultural expansion and its rapid attempts to Westernize their nation on par with their European neighbors. It would also help Russia shift their main winning type from Science to Culture, though some AI changes would probably need to be made in order for it to work as intended.

You can write your own opinions so we would merge them into one big proposal as i may be a little too biased on this matter or not experienced enough in UB design as this is my first proposal ever

We can also add one more or change this effect to - 1% :c5culture: costs for new tiles per every tile away from the Capital this city is.

So normally the culture penalty per city is 5%, aka this would completely remove the culture penalty for going wide. Now is that a problem? I guess the question is, Russia is already a strong science civ in the lategame, do we want to double down on their culture boost as well?

Yeah, i changed that, i thought its 10 as in base game
 
The issue with Pogost isn't its power level, but the mechanics/theme being boring and unfitting. The fact that it's a bonus that would be equally at home on any other civ.

What I mean is, you should be changing things. Adding and taking away, not just adding. Simply adding this bonus would make it too strong.
