9 Year old suspended from school for calling teacher cute

Overreaction and sillyness compounded by further overreaction in turn. Having taught kids that age, I'd say it could have been dealt with using a quiet word after class, with letting the parents know being an option only if the context made it necessary. Different cultures, though.
 
Speak for yourself. You don't have to "cover up your sexuality," you have to have basic propriety. Not that the punishment was justified in the story, because the teacher basically applied sexuality to where it wasn't. If it was sexual, it's still appropriate.

How does privately commenting to a friend that someone is cute not have basic propriety?

Even if he said it in an overtly sexual way directly to the teacher or any worse circumstance, any punishment is too much. It is a 9 year old. Someone should probably sit down with the kid if that were the case, but no punishment.

Of course, this is probably directly related to the stupid zero tolernance policy.

Even when not official, there is such pressure to come down immediately with severe consequences it is ludicrous.
