I'd like to clarify a few things; this is IMPORTANT:
Romania, Serbia, and Hungary all stand by the Bulgarian government's proposed compromise. They will step in if Italy continues its course of aggression. They highly encourage that Macedonia be allowed its independence, and offer their forces to help ensure an unbiased government. They will not allow further Italian annexations.

OOC, I REALLY want to see if Italy can pull it off, although I personally wouldn't try it and think that the safe route is to take the deal. But I'm ready to watch the show.

Really where were all of you for the last Three Years while the Republic of Italy was telling Bulgaria to remove itself from Macedonia?
We have stated repeatedly that the Republic of Italy will administer the area for two years while repairing the damage cause by Bulgaria. We cannot sadly bring back all the lives they have cost the Macedonians, but we can repair much of the physical damage. We the Republic of Italy, not all you self-righteous grand standers, will be the ones to foot the bill for the repair of Macedonia.
We will then allow them to hold a vote for whatever future they wish as we have said once the wounds are not so raw as to cause the collapse of any new government; not any of you who all stood by and watched Macedonia burn while you were safely behind your own borders secretly thanking whatever God you believe in that it wasn't you living in Macedonia.
It's amazing to us that outside of Russia and France the rest of you were all quiet and blissfully ignorant of the situation in Macedonia until the citizens of the Republic of Italy decided Bulgaria had delayed too long, had ignored too many messages, had refused to allow outsiders into Macedonia to try and figure out the damaged caused so it could be fixed.
It is the Republic of Italy who will go into Macedonia followed by their civilian contractors and medical personnel who will then heal the festering wound on Macedonia that is Bulgaria.
The Republic of Italy cannot and will not allow Bulgaria any say in Macedonia's future, Bulgaria's actions in Macedonia have already made that clear.
So again the Republic of Italy says to Bulgaria Get Out we will foot the bill and repair Macedonia and then give it what you never did, a voice in its own future. The only option we will not allow is for them to return to Bulgarian control because it is patently obvious they would vote it down so resoundingly they could hear disgust all the way back in Mexico.
Here is the problem you all seem to be leaving out, if no one helps maintain peace in Macedonia while they rebuild it will fall to lawlessness,
which is still better than Bulgarian administration. Who will pay to rebuild Macedonia? The Macedonians? Everything they have has been stolen by Bulgaria. We will pay for it and welcome anyone else to assist. We will work with local leaders to distribute said aid so that it actually helps Macedonia and does not simply line someone's pockets. Again we welcome Russia and France to send observers to see to the impartiality of this effort, Hell Mexico can come and see for all we care.

As soon as Bulgaria is removed we will support you in holding local elections to get up and running. Then In two years time we will have a vote take place in Macedonia where you all can decide your future. We welcome observers to this freely because unlike the Filth that run Bulgaria we will not influence the vote at all. We will merely follow through with whatever they choose.
This period is being allotted to support you in rebuilding a safe and stable government which will not fall as soon as the wind changes.
Terms for Bulgaria
And again in plain language the only option we will accept from Bulgaria is for them to completely withdraw from Macedonia. We have given them Three Years to do this and leave Macedonia peacefully. In fact in the beginning we even gave them the benefit of the doubt and simply went to investigate the claims first. Bulgaria feared what we were discovering so kicked them out. Guilty conscience much?
We just removed the Pancasilla government for mass murder yet you will sit here and tolerate it next door? We do not understand you at all.

Our quarrel is not with you and we do not want it to be. Our quarrel is with the Murderers in Bulgaria, and in fact they can prevent any bloodshed by simply walking away. We do not even seek to try and make them pay for the damage done to Macedonia as we know it would be hollow and empty and the Macedonians would likely send it back with a nasty letter attached.
We will not fire the first shot, but should you cross swords with the Republic of Italy you will lose and lose grievously.

The Atlantic rolled into the beach behind the stage. It was a very soothing sound to Chairman Pereira. At times, life in Cidade do Povo seemed just too manufactured. It was a very different place from his home of Sol, next to the sea. The sound of the ocean settled his nerves as he spoke to the crowd.
"We need a change!" he shouted, "a change that would benefit the people of Sol, and Rio Grande du Sol at large! The Socialists brought change once, ridding this land of capitalist tyranny. But the Socialist Party has fallen into a rut, and it's time it pull itself out!" The crowd applauded. Chairman Pereira looked back to his notes, then glanced to the side. The DSI officer stared out at the crowd like a statue. The officers were supposed to make Pereira more comfortable and not think about the death threats from crazed separatists. In reality, they just reminded him that his district was one of those where that was actually a security concern.
He returned back to speaking. "Comrades, I do not question the morality of socialism. The workers are to be in charge. And this country must remain unified to ensure the success of the workers in this nation." The crowd applauded. "I do not call for the end of the Socialist Union of South America. If anything, I feel that the Neosocialists would strengthen the Socialist Union, and ensure that all people will receive what is due to them."
It flew from the edge of his vision in his direction, though it was quite small that he didn't notice it. What he did notice was the DSI officer suddenly leaping in his direction, hurling him nearly a meter away from where he stood as the thing broke on his podium, bright flames bursting. The DSI officer heaved himself off Pereira, the wind knocked out of him, as the crowd started screaming and scattering. It all happened so fast, and Pereira was still trying to regain his composure, unsure what was going on.
When he managed to bring himself to his feet, he saw dozens of DSI officers surrounding the crowd, guns brought out, shooting in the air, trying to regain order. It was chaos. His podium had been engulfed in the flames, lighting up the stage, the Socialist Union flag, the red and black banners of the Neosocialist Party, and heating up the stage. Pereira decided it was best to get off the stage, lest the whole thing catch fire with him on it. He hobbled to the edge of the stage till a DSI officer saw him, and helped him off.
Five minutes later, the whole stage was on fire, and sirens from fire trucks blared as they blazed their way to the place of the rally. Pereira was now composed, DSI officers surrounding him, the superior officer questioning him as to what had happened, till one officer came up to him, holding a struggling woman's arms to her sides.
"Sir!" the officer said, "I believe I've found the guilty party."
"I am innocent! I did nothing!" the woman screamed, lashing violently around but unable to shake the officer's grip.
The superior DSI officer said, "How do you know she's the one?"
The officers surrounded the woman, cutting off her escape, allowing the officer who found her, a very large man with a dark and menacing complexion, to pull from his pocket a bottle. "Smell this," he said, and handed it over to the superior.
The superior opened the cap and took a quick wiff. "It smells like chemicals," he said.
"Quite possibly gasoline or kerosene or some other flamable liquid," another officer chimed in.
"I didn't do it!" the woman yelled again. "I was taking it to family and just happened to stop by the rally while I did. I didn't do anything!"
"It's possible she used a bottle and cloth and whatever that stuff is to make Mexican licquer*, then hurled it at Chairman Pereira," said the officer who captured the woman. "She was in that general area."
"I didn't do it!" she yelled again.
Pereira could see it in her defiant eyes and bared teeth as the officers discussed and debated. She was guilty, and she was lying. She clearly threw the bottle. But when the superior officer said, "Execute her," and the officers began to get her to a kneeling position, that Pereira said, "Wait!" The DSI officers froze, then looked into his eyes.
"I don't know whether she's guilty or not," Pereira said. "The evidence does seem stacked against her. But this is the kind of justice that has to end. She needs to be put on trial."
The officers gave eachother puzzled looks. "Treason..."
"...is a very serious crime," Pereira said. "And it should be put to trial, not determined on the spot. Am I clear?"
The superior, somewhat baffled, said, "You do not have the authority..."
"I am the Chairman of the Workers and Farmers Congress, and am still a ranking member of the Socialist Party. You take my orders, captain. Am I clear? Detain her, but don't execute her. She'll be put on trial."
The officers, muttering under their breath, lifted the woman to her feet, holding her by the arms, and began to walk her away. She looked back at Pereira, her face still filled with defiance, even hate. Pereira, though, only smiled. Change was starting right there, and that was exactly what he wanted.

Ladies and Gentlemen, Presidente Raffaello Cipriani. Raffaello Cipriani walked up to the podium. He was a man of middling height and the physique of a former athlete who let himself go somewhat. His older face was lines and creased like never before seen by the Republics citizens. His usually cheery demeanor, which is what got him elected, was nowhere to be found.
As he settled down at the podium complete silence fell in the room. Then he looked up drew a steadying breath and began to speak.
Citizens of the Republic, as you are all aware there is a serious situation in the region known as Macedonia. When the first trickle of Macedonians crossed into the Republic claiming tales of abuse and the rape of their land we were unsure and doubtful but we kept an eye on the situation. Over time more tales of abuse, theft, and murder came to us and we knew action had to be taken. We had just stopped the Pancasilla regime from mass murder and here was the same issue on a smaller scale taking place right next door.
The Presidente stopped for a moment to prevent his anger from boiling over, once it was calm he continued.
The Republic could not sit by and idly watch Macedonia fall victim to the casual abuse of authority and power so we told Bulgaria to remove itself from Macedonia years ago. They protested saying the stories were untrue, so we gave them a chance and sent in investigators to try and discover what the situation was. During their investigation we were unable to determine much beyond something was going on before the Bulgarians expelled them. If there was nothing to hide and they were not afraid of what we would find given the proper time and procedure why would they expel them?
His new stern appearance and attitude had shocked the reporters into silence. They had never heard anything this severe from him in his entire three terms.
Now we have demanded they remove themselves from Macedonia so that we can go in and aid our brothers and sisters in Macedonia get back on their feet and to start healing the scars. They have refused saying Macedonia must be completely on its own and deal with all of its wounds without aid from its concerned neighbor. We have refused this demand to let Macedonia fall into chaos and lawlessness. We have told Bulgaria to leave Macedonia and we will take care of them while and help them rebuild their house so that whatever they decide to do in the next couple years the house of Macedonia will not collapse because it was built on a horrible foundation.
The Republic has decided in a special session that the time has come for the Republic to stand up and force Bulgaria out of Macedonia. The crowed shifted uneasily at the pronouncement that war was all but inevitable as no one expected Bulgaria to finally accede to the demand to leave Macedonia.
Our forces have been placed on alert and redeployed to prepare for the possibility of war. Sadly Bulgaria has been able to influence his smaller neighbors to aid him because we obviously want their nations too. The Presidente gave a derisive snort before continuing. We have always been honest and straight forward in our international dealings. If we wanted to invade or make the nations of Serbia, Hungary, and Romania do what we want, we would have informed them first.
We must be firm. We must be resolute. We have delivered our terms and they will be met. If Bulgarian forces are not in Macedonia when we go in to aid them then war is averted.
However, if the Bulgarians do not depart Macedonia peacefully and completely we will make them. If their newfound friends decide to intervene we will crush them for supporting an abusive and destructive regime. We do not want any part of Bulgaria proper, nor do we seek to conquer Serbia, Hungary, or Romania. We have always been consistent in our demands and have tried for years to resolve it.
Finally Bulgaria has woken up to the possibility of diplomacy, but it is too late. They have taunted the wolves too long and the wolves will not be diverted. If they want war all they need to do is wait. If they do not want war then they simply need to go home.
Such a simple choice and one we all know what a rational person would choose, but Bulgaria has been anything but rational so we prepare for war.

However, if the Bulgarians do not depart Macedonia peacefully and completely we will make them. If their newfound friends decide to intervene we will crush them for supporting an abusive and destructive regime. We do not want any part of Bulgaria proper, nor do we seek to conquer Serbia, Hungary, or Romania. We have always been consistent in our demands and have tried for years to resolve it.
Finally Bulgaria has woken up to the possibility of diplomacy, but it is too late. They have taunted the wolves too long and the wolves will not be diverted. If they want war all they need to do is wait. If they do not want war then they simply need to go home.
Such a simple choice and one we all know what a rational person would choose, but Bulgaria has been anything but rational so we prepare for war.
