A new civ3 investigation needed: War Weariness

Thanks again for all suggestions concerning setting up test scenario!
Actually I have never use debug mode, but I suppose I don't have to know commands for buildings etc. (at least in this scenario) because I can prepare cities, units, workers and all stuff simply placing them on the map in the editor. Then check "debug mode" in scenario properties and load scenario in the game, right?
But of course it would be helpful if you show me some debug commands/shortcuts. I would really appreciate it :)

Yes, it's much easier when you can add the units instantaneously when you need them.

When in the map screen (main playing screen):

Press Shift and F1. This brings up the units. By default the units you select will be yours and regulars. Click on the boxes below (Player, Experience) if you want the unit to be of the AI (you are the DEBUG civ), or of a different experience level. Annoyingly, you must do this everytime you want to add an AI unit, or make a non-regular unit. I have no idea what 'All' does.
After double-left-clicking on the unit name, keep the left-click down, hover the cursor over where you want the unit, then right-click and then release the left-click. (why they didn't make this easier, I don't know).

'$' key adds 100 gold to you.

In the city view screen:
's' adds 100 shields to whatever you are building
'b' brings up the buildings/wonders you can add to the city
'a' adds a citizen to the city
You can zoom into AI cities and do these things, too.

In the tech screen:
Press shift and right-click on a tech to gain that tech.
Shift and the '+' key gives you all the techs in that era.
