Spore was a massive letdown. Led us on for 5+ years with tales of gold, only to find out after release that it was only hastily painted gold in the unit editor.
What did Civ4 not even try? Historical simulation? Of course not, because it's trying to be a game. And of course complexity is good, but it's all about how it's achieved. Go for example is amazingly complex for its simple set of rules.
Jesus no. Civ4 didn't even try to fuse simulation and gaming, to bring it on the same table. Simulation was never even something talked about. So you have a game, that didn't give a rat's ass for simulation and then go "See. No simulation."

Civ4 does in itself not tell you anything about the feasibility of what the OP suggest. You may have gotten some worthwhile input from messing with it around. But "in Civ4 it wouldn't work because" is not so worthwhile, as it is not supposed to.
