AI garbage cities- what to do with em

well, if you're planning on razing all the AI's cities you shouldn't attack with just one stack. two/three vanguardstacks from multiple directions with a stack as rearguard.

vanguard stacks take out the cities (and destroy settles the come across) rearguard takes out anything that managed to slip between the vanguard.

But war with many civs at the same time is risky. In my OCC conquest try, Byzantium won domination! I had to reload and declare war sooner to win.

It will virtually always come down to that if one tries to stop any resettling attempts. In tha large majority of cases, it's not that attacked civ that runs in a settler - it's an opportunistic neighbour. To stop such an attempt, the only option is to declare war on them once they try to found anything behind the invasion lines. Over time, this will lead to at least everyone nearby being at war with you, not counting any distant civs bribed into it.
