AI to AI Iron to Corn deals

Right, I've been seeing these things a lot and I finally got fed up with this:

Iron to Montezuma for Corn, along with Ivory for Incence. So, is this a bug or a feature, AI willing to sell strategic resources cheaply to other AI but not to the human player?

This is in 3.17, but I don't think that 3.19 has addressed this issue.

I don't think this is a bug, just Will being st00pid. Does he hate you? He might be supplying Monty with arms v. you.

No, he doesn't hate me. It's not related anyway, these things happen all the time. AI gets strategic resources for nothing while the human player has to pay a lot. It's an annoying 'feature' imo.
