AI won't chop forests?

I've noticed AIs with significant empires and techs but not a single forest tile is choopped with the exeption of resource tiles (such as silks, pigs, etc which have their corresponding plantations/pastures).

This is causing these empires to stagnate with limited food and commerce. I've even tried moving lumbermills to a later tech entireley (instead of just a production speed reduction) but now the AI will just leave the forests alone completely.
 
Just loaded up an aboreal map to test this out, something got messed up somewhere after my big code shuffle I am afraid. I had it so that Lumbermills (which ARE a great improvement) would be preferred up until Mining is discovered, then since the mine can be built so much faster, mines were preferred (on hills anyway). Flatland always depended on how much the city needed food, but would have a decent shot at going cottage as well instead of mill. Then once you had mills building at full speed it would make it so that once again they are the preferred item on a hill, and a decent shot on flatland. But right now... Yeah, AI realizes the mill will take forever and so builds roads instead.

This last one is from a Cualli empire that hasn't seemed to leverage their ability to build in jungles:

One last thing I've noticed. I am playing Mazatl and if I have a jungle grassland hill, i can scorch it to plains, and still get 1 food. So it goes from 1 food 2 hammers to 1 food 3 hammers plus any improvement.
 
That first image of MrPopov's is also a great example of them 1) having mills and not building them and 2) making an attack stack out of <bleep!>ing archers.
 
The AI forgot to check that box off in their options. You should alert them to this over the chat interface...
 
What's wrong with archers on the attack?

They can pillage with impunity, their high defence making them horribly difficult to counterattack.

You're playing Ljosalfar and using Ranged Attack to savagely crush your opponent's city garrisons with xp-hoarding bombardment? :D

Do those troops in his screenies look like elvish pastyboys to you? lol
