Bezhukov, I've noticed that too, and would say it goes a bit beyond that. The aggressive AIs, Alexander in particular, seem to adopt the strategy of "throwing your weight around"; in all my games, Alexander is near the top of the power ratings, unless he gets screwed by the set up. This may be too speculative, but it sure seems Alex's game plan is to win by conquest, not space race, which is why he backstabs so much-- the goal is territory and population, and when it looks takable, he'll try. (This is in contrast to Isabella, where religion drives the wars.)
One things for sure . . whenever Greece is in the game, I keep an eye on them more than any other civ except the Aztecs. Napoleon may be more of the same, but he hasn't shown up in enough games for me to have a track record.
