Annoying

I have played about 3 games on Civ ToT now and have noticed one annoying thing.Right at the end when i have almost defeated the computer they always manage to snaek a settler out and build a city in the middle of knowhere and it takes me ages to find it.Except for that the games great!
 
The needle in the haytstack thing...a quick fix is to make nice.Gift techs until worshipful,then share maps...their 1 or 2 cities are done then.
 
Well actually I don't find this so annoying.

I like hunting for these last small cities with an army of Howitzers, Tanks and Helicopters.

Building Apollo can usually reveal where they are, though sometimes I am forced to use bombers, fighters, and helicopters to scout.

One time, I killed off all the Civ's, but then a new one, the Sioux formed. They formed on a northern ice island with only four artic or tundra squares. The settler just stayed there, and did not settle.

Building Apollo only reveals cities, so I did not see the settler. The UN allowed contact, but they did not want to share maps.

Finally, a ship cruising through the area found them and killed them.

I've had the case where a rival built a city right in the middle of my main continent. This was after Space Flight and the Apollo Program was built already, so it did not show up on my map. Further, because it had so few squares to work from, it never sent out any units into the field. I was KILLING myself trying to find this mysterious city. The UN kept saying it was out there, but it was eluding me.

Finally, I went to change some production in my own city and noticed that some of the squares were unavailable to me. That's when it hit me - and when I hit them

I was once playing a ridiculously large custom map and in the end I quit the game because I had been searching for a lousy settler for that long that I just got bored.
