Anyone Knows Any Country Simulator or Judge Simulator Games?

I've been searching a long time for a judge simulator or a a country simulator game. I already played nation states but I didn't like it very much. I like a country simulator which I can take control of that country and run it. Judge simulators are pretty clear: you are a judge and you decide cases. If anyone knows anything like these that would be great.

For country simulators... Have you ever tried any of the Sid Meier's Civilization series? I hear they are pretty good
