AP resident changing to free religion bug

If the AP resident does not own the AP, and changes to FR, they cease to be resident but a new election is not triggered, and there will be no more AP votes ever in that game. BtS 3.17 + solver 0.19, can be re-created in world builder. Please follow link below to more detailed explanation and saves.
