I built the AP on a continent with Gandhi and Charlemagne, and both shared my state religion (Hinduism). When the AP leader vote came up the first time, me and Gandhi were the candidates since I was the AP owner and Gandhi had the next biggest Hindu population. I won the vote. Some turns later Gandhi went free religion. Next time the choose leader vote came up, I was the only candidate! Charlemagne was NOT listed although he still had Hinduism as his state religion. I believe this may be a bug relating to the next candidate with the highest Hindu population (Gandhi) being dropped from the candidates list because he's free religion, and the programming "forgot" to check the next one on the list (Charlemagne) and we were left with only one candidate instead of two. I will look for a save and screenshot when I get home tonight.

If you built the palace and also have the highest population, then you are the only candidate, so it's different than the UN. I guess this is intentional, though it could be a bug.

In fact this led to my victory in my very first BtS game: I had built the palace, but Mansa Musa had the largest pop and always voted for himself so I didn't win. But later I had the largest pop and was the only candidate. Being friendly he voted for me and I won.

In another game Isabella built the palace and I was the only other civ that had any cities with her religion. She had more pop than me so she always was the only candidate. Later we became enemies and I didn't vote for her but abstained. She didn't have the required number of votes, which meant that no one won the elections and the palace was without leader

somewhat unrelated, 'cause it's not about free religion, but:

i think smth similar happens if the guy who owns the AP is also the guy with the most population following the AP religion (among those that have it as their state). only one candidate kept showing up in my game. the game forgets to find the runner-up for the candidate position

quite idiotic if you ask me

Then it's definitely a bug because the Civilopedia entry for AP clearly says " A vote to decide who will be the Resident of the Apostolic Palace will then take place, with the builder of the Palace as one candidate and the player with the largest combined population of cities containing the Palace's religion as the other"

So the computer checks this and both are the same player, so the 2nd candidate's spot remains empty! They should add a clause to the code saying that if they're the same candidate then look for the player with the second largest combined population of cities containing the Palace's religion. Easily solved.

Question is whether the civ entry is wrong/misleading or the game mechanics are bugged. If it's a bug, I owe my first BtS win to a bug, doh! :( ;)

Then its definatly not a bug then is it. Cos that is whats happening when you own the Ap and are the Biggest. You are in fact both candidates. (Probably there is an election between two people from your Civ), But as the end result is that you win either way, its not important

As to the original question, I agree that that is a bug, UNLESS the reason you were the only candidate was because you had become bigger in the religion, rather than simpley because the other had gone FR. For that would mean that anyone from a nation with Free religion would be inelagable to be Pope

I did not keep track of the votes prior to that but I am pretty sure now that it happened because I got bigger and not because of free religion. However, when a civ goes free religion they are NOT eligable to be leader because they're only a voting member.

Next I will go free religion myself and see what happens in the next vote. :) As a resident I should be one of the candidates, I wonder if this will be a second candidate this time.
