Aren't leaders suppose to move?

I have two small problems with my civ V game. The first one is that when I contact leaders, they don't move, and I have heard they are supposed to move. The second thing is that the clouds that are supposed to appear when you haven't explored an area don't appear. Instead it is all just black.

Does anyone know how I can fix this?

You're playing on low graphical settings, that's the problem.
Both these things are replacement for low spec systems, because they'd use too much power else.
Changing the graphic settings to medium should fix it...if your computer is strong enough to handle them.
