I personnaly don't think scenarios/mods should have terrain packs in them. They inflate the size, and some users have prefernces as to what modpacks they use.
 
Yes, especially if your terrain has ocean or coast graphics, which will surely interfere a lot with all the other tiles you could have!

I agree with the grasslands bit, though. IMO, the ocean's aren't that bad at all. If you were to smooth the grasslands just a teensy bit, you'd certainly have my download.
 
Plains aren't vegetationless dirt. They are like prairies or savannahs - grassy, but not fertile enough to be ideal for cultivation. After all, where in the world do you find great tracts of vegetationless dirt?

Sahara, Taklamakan, Gobi, Rub' al Khali, ... none of which would be refered to as plains, savannah, steppe, or any other type of semi-arid grassland.
