II. The Empire of France and the United Kingdom of Great Britain and Ireland will be given lower tariffs into the Kingdom of Siam, and vice versa.

III. The Empire of France and the United Kingdom of Great Britain and Ireland will guarantee Siam's national borders while this treaty is in effect.

The British Government notes that Siam exists as a buffer between two great empires and that her conduct can and will have an effect on the relations of those two powers. Thus it is in interests of both parties that Siam consult closely with them, since she retains her independence by virtue of her usefulness as a buffer and not by virtue of her arms.

What France, and to a lesser extent Britain, has done and continues to do, to threaten and intimidate Siam, the attempt to rob these people of their sovereignty and pride, is unjust and immoral.

The US involvement in Korea was meant to prevent Japanese invasion of Korea. We hope our actions and intentions there are obvious to Korea if not to France.

In contrast, your efforts to clasp a collar around the neck of the King of Siam is based on a need to prevent two private US companies from doing business in the free and sovereign kingdom of Siam.

There is no humor here; only tragic irony.

We, the Kingdom of Siam and the people of Siam have cherished our independence in world affairs. We have reviewed the proposed Treaty of Bangkok and have decided to decline this treaty. We contacted both the United Kingdom and Imperial France regarding any negotiations and were declined. "Accept it or else!" they said. A wise king is concerned about the livelihood of his kingdom and her people, no one wishes to fight a war when it can be avoided. However, we cannot be be allowed to exist one step above serfdom.

Therefore, we decline this proposed treaty. Also, as Commander of our Army I will order a full mobilization of our military. I command all of our countrymen to stockpile food and supplies in order to provide aid to others during this struggle. I do not know what the outcome will be but we shall either live free or die free.

Long live the Kingdom of Siam!

The British Govenrment notes the Siamese decision to mobilise and declare war with no provocation or valid grounds for conflict. The British Govermment has long been a friend of the Siamese Court and a guarantor of Siamese independence. However, the threat to India and British Malaya are such that a diplomatic solution -- which maintains peace and the good will of nations -- while desirable cannot be thought practical. Thus it is with the heaviest of hearts that the British Government declares war on Siam. May God have mercy on them.

The British Government declares an immediate blockade of Siam, with all goods material to the Siamese ability to wage war declared as contraband. Neutral shipping are to submit to boarding and search. Neutral vessels found in breach are to be seized.
