Since we now have trained militias to keep order throughout the country and to defend against any possible attack, the entire military can help with the expansion. Our goals are the area with the river valleys in Turkestan and the Pacific Ocean. Same as before, simply incorporate local tribes into the Rouran Confederacy. No need to kill everyone.
Start a new wonder - Avaria: This turns the nation from a loose confederation of tribes into a single nation with a mostly unified culture resulting from the meshing of all of the tribes' cultures. Increased travel between parts of nations will help with trade and with the spread of ideas. Increases culture, sciences, economy, and makes revolts much less likely.
