Decision To Leave Marroco
The king summoned all his ministers and priests to discuss the current situation around the known world and especially spain.
There was a heat arguments among the ministers. Many didnt want to leave marrocco for business purposes. However, many top minister said, "there is no much gain in business in dessert country like marrocco."
First, the general disagree. Their argument was simple. Marrocco was the closest country to spain. So conquering marrocco would gain strategic land. On the other hand. Minister of Navy, Adm. Vigo reminded his army general that they have other problem to seatle. Finally, the King decided to leave marrocco and return the POW if marrocco agreed to return the ships, the crews and 1 econ for the expense.

After hearing the Marrocco statement, the king summons again all his minister. The topic is how to seattle with the Queztal League
, human rights and status among the colonies. The priest insists that every human is equal as been written in Holy Bible. then carefully, the king write the orders

league from behind during at night. Behind means from France territory if reight of passage been granted (edit has been granted). Otherwise, should lunch from sea NE of Queztal League bordering with france (please be carefull not to land in France area ).
- Before attacking sends some scouts to buy some locals with beers and whiskeys (I dont mind if it takes 1 econ), and some of the beers/whiskey should been given to Queztal League
so their fighting spirit is down. However it should be done with carefull so the scout identity wont be revealed.
It should be around
12000 units ships from marrocco at night with 15 galleon, 5 la release.
- 5000 units in texas should attack as well as dummy attack. They should return to the fort once the indian attacked them.
- 10000 unuts in texas should fortified in the fort.
- Once the indians realized that they have been attacked from behind, and paid attention to attacker from behind, 10000 units in forts should charge them.
Note : Please rest 1-2 days in french territory before attacking for resting. Texas attacker should co-operative with the attackers from french.
If marrocco hasnt given the ships and crews, expand a little in marrocco, and fortified all units in texas.

Treaty of London
All colonial powers will agree to create an embargo and cancel all trade with any native nation that initiates an agressive action against a colonial power's who has signed the agreements colonies.

An international army may be formed if the defending power requests so and all willing powers may send troops to the colony to aid the defending power.

This treaty is exempt against China whom England recognizes as a civilized nation.

Note: the troop sending is optional, but the embargo and cancel of trade is mandatory, this treaty is meant more to intimidate native powers who challenge the great and superior nations of Europe.

"Yes, yes, grant them the passage," he waved his hand as he answered, as a sign for the minister to leave. But before he exited the hall, Louis yelled back, "And make sure that the Spanish do not make contact with settlers!"

The King has granted you passage rights through his majesties colonies, but not in France itself. He has further ordered that no Spanish army shall be quartered, or even be within a town itself. They shall remain in the frontier, escorted by French officials. In return, he also asks for the permission for French troops to *secret*build up in Philippines for a future strike upon Da Viet *secret*.

-15,860 men will board 6 La Reales, 3 Venetian Galleses, and 17 Naos to go to Philippines, where Spain should have granted a ROP. Make two trips if possible, taking the men who are ordered to garrison France. While in their stay in the Philippines, the men are to remain out of sight of villagers. They are to be put under strict supervision, not raidings of any kind will happen. They will be forced to remain in the camp (though the camp will be huge and have plenty of recreational activities), and they are to listen to the guards.
-28,780 men should remain in Guyana, garrison, not attacking or expanding.
-30,000 men remain in Quebec, expanding peacefully if possible. Use galleys to help.
-20,000 men will garrison New Orleans, expanding northwards with the use of galleys.
-That leaves the rest to be garrisoned in France.
-Grant Spain a Right of Passage through all colonies. Do not let the troops become noticable to the settlers.
