As someone who has spent a long time living in Edward Teach’a home city of Bristol, I await the in-game Blackbeard’s accent with eagerness/trepiditation.
Worst of all is that the Pirate Republic is the first Caribbean "civilization" to debut in the franchise, while the Taíno and Haiti are right there and would be infinitely better choices. I'm inclined to think the Pirate Republic has been ready for a long time, back when they thought civ switching was a good idea and felt they could afford to include civilizations randomly without worrying about reception.
As JNR has datamined (and shown on Reddit), "Privateering" as a mechanic with an associated unit (Corsair) seems to be on the horizon as well. The Pirate Republic could be their advertising feature to make something special out of this new universal mechanic.
And I am actually really looking forward to this. I want to be able to compete for treasure fleets also by violent means yet without waging a fully-fledged landwar as well.
This could really spice up the economic legacy path in Exploration-Age and I am totally down for that.
If they'd even throw in the Pirate Republic for free, as kind of a belated apology for the hardship the playerbase went through because of the botched launch of Civ7, this gesture could go a long way.
I understand pirate republic was a real thing, for like 5 years or something, but it sounds like one of those fanfiction micro nations.
It's definitely not a "Civilization" it's quite a stretch to say so. And also there's nothing for them to switch to or from.
And travesty to see this random one note in history before actual real Carribbeans.
An idea I wanted to suggest was in relation to Ottomans and Byzantines, as others have suggested that the Byzantines' historical aim was not to become the Ottomans, my suggestion is to include a Transcend option, an actually viable and interesting Transcend option, at age end.

Corsair unit is in the game right now - it is a selectable reward to unlock from becoming a suzerain in a militaristic IP. And it can capture treasure fleets of other civs. At least it could, tbf, I did not had the chance to use it after the change into treasure convoys.
JNR found an unused effect in the files which would turn units into privateers, giving them the ability to attack (and capture) units of other civilisations one is not at war with currently.

What is particularly insane to me is that the VAMPIRES from Secret Society were very poorly received, as were the Rock Bands and other history 'meme' choices... and still went through with this.

Well, Romans fighting pirates is a foundational moment for western civilization as it is so neatly tied to the republic becoming an empire. That’s good enough by itself to switch from Romans to Pirates in an alternative universe in which the Romans didn‘t succeed against the pirates in the med, no?
Could the Pirates just be related to a Scenario? Would everyone complaining about the Pirate Civ here really be unhappy to receive a Sid Meier's Pirates scenario with some privateering mechanics translating to the main game? I'd be delighted.
I guess the bright side is that you can buy the leaders and civs piecemeal if you don't want the whole pack. You're not obliged to take Pirate Republic in order to get Iceland or Ottomans or whatever.

I don't get why that upsets people. It's a game that has Catherine the Great leading the Inca and entire fictional games like Alpha Centari and Beyond Earth. The entire premise of Civ is somewhat fictional. Nuclear Gandhi in a knock down drag out with Gilgamesh.

Because people want full historical paths and this at best delays that (if VII isn’t wrapped up early). And because people have specific actual civs that they’d love to see in the series (like the Taino or Haiti for example) and this takes a slot that could go to them.

I'm convinced it was just a test to see if people wanted Transylvania/Wallachia in the game. Instead, we got Bulgaria.
Bulgaria is a GREAT choice, and I stand by that. Thank you Night Terrors or whatever the Vampire SS was called to make it happen.
Romania can easily exist in Civ as well, since we're lacking an Antiquity (Dacia) and Modern (Romanian Empire) Civ for the Balkans. (Unless we're counting Greece and we shouldn't - Greece is its own thing.)
Also...... Vlad Tepes can just be made a leader, which I think is a decision that will go down like sweet cakes if they went this route.
