It probably does, but that is one of the things that they could do. After that, it may not be so great for a diplomatic victory. It could be more about securing regular access to the resources than about UN votes.
I can't recall at the moment, but can't you "liberate" a capitol or city-state city even after you've held it for a while or is it just the turn when you capture it from a different enemy? Anyway, if so, then you can acquire a bunch of city-states peacefully then liberate them the turn before a UN vote and they would all vote for you. It's been a while since I've messed around with that particular mechanic.
When thinking about Vienna coffe houses, they were meeting places and inspirations for many artists so a culture bonus is likely, but coffee houses in history were also a place for talks about politics and some rulers were afraid that they would cause dangerous political plots too.
Do you think it's possible there's some sort of espionage/intelligence bonus to them, along with culture ?
my guess for coffee shop maybe +3 culture +2 gold 2+ food and 1 great artist slot that's my guess for the coffee shop it would be hilarious if I got right but not likely.

When you puppet or annex a CS, it does not vote for you for Diplomatic Victory.
The ability to acquire a CS is fun, and really strong to use to establish a beach head on a remote Island where you can purchase your Aircraft. But besides that, I never conquer CS because being allies is usually stronger.
Here's a thought: Do city-states still build national wonders? I know they used to build the NC all the time, which was why Scholasticism was the go-to social policy a year ago the same way Liberty is now.
I know that the NC problem was fixed in a patch, but do they still build things like the Ironworks? If so, what happens when you annex one?

It would be anachronistic to have coffee houses replacing gardens in the Medieval era, especially for a European civ like Austria. Coffee didn't come to a Renaissance Europe until the discovery of the New World in the late 15th century.
An opera house replacement would seem slightly strange as well in regards to Austrias impact on opera music, especially W.A Mozart.
Maybe a theatre or museum replacement?
If theatre replacement, my guess : 2+culture, maintenance free. If museum: 2+happiness, maintenance free. On top of the normal bonuses of course

Perhaps Coffee Houses are a Theatre replacement, giving bonus culture. After all, you have to research Printing Press to build Theatres. And we know how well reading the paper goes hand-in-hand with a cup of coffee.
Would make Austria strong for Diplomatic and Culture games, peaceful or otherwise. Between Royal Marriages and Coffee Houses, seems perfect to me!

Mm. I do think that that the Coffeehouse replaces the Gardens, as they would seem to be GP-centric. A +Culture/Happiness no-requirement Garden would be very powerful. (Not that I am suggesting it for power reasons.)
And as far as the anachronism goes, it's no more anachronistic than having, say, an Austrian 'civilization' in 4000 BC. (IOW, I think this is a fairly specious argument.)
The coffee houses can't replace any current building it just doesn't fit it probably replaces a new building that there installing. Like garden?! Earlier as said coffee did not appear until renaissance era. Second Theatre how do you get coffee house out of a theatre or opera house. third Opera house's are too important to be replaced mozart, beethoven etc.
