One of the great features of MOO3 is automatic colonisation. If you select the right option you build your colony ships and let them find and colonise suitable planets.
I won't be converted to Galactic Civilizations II or any of its sucessors until that facility is available.
I mean, as a leader of a space-faring civilization one is busy enough without having to scout planets worthy of colonisation individually!
