B14 and CSD v. 22 used.

I saw ( and was actually bombarded by ) destroyer in Iroq in land capital and City states had settlers Oo

Tho i should mention that ^^

Dont ask me "what, where, how" - no idea ...
 
Citystates are technically the barbarian leader type, so if a citystate captures a settler captured by a barbarian from a major civ, it might possibly revert to a settler instead of a worker. Alternatively, if the citystate is at war with a major civ and captures a settler that might work too... these are the only things I can think of which might allow a citystate to come under control of a settler.
 
I just noticed a late-game CS with a settler on a standard map. Yes, it could have been captured.

EDIT: On the other hand, I just saw an island CS with two settlers. There is a barb camp on a nearby island, but that explanation seems unlikely in this case.
 
I'll keep an eye out. :)

Any feedback you can provide about what might lead to this would be helpful. I don't know of a starting point for investigating this, because:
  • I haven't seen a citystate with settlers, yet.
  • None of the code I've done creates settlers for any purposes.
 
Dont forget the destroyer part !

Saw it only once, but it was there. A ship in a city that have no water what so ever ...
 
In my last game, beta 19 I think, towards the end of the game there were at least 4 different city states who had settlers. This could be explained by an 800-year world war which involved me and oddly enough those 4 city states towards Gandhi, who during the entire game kept colonizing. What seemed odd to me was that the city states brought the settlers home and just kept them next to their capitol.
