Is there a reason that people don't think the tomahawk unit isn't just a new non unique unit available to everyone?

It is unlikely, having such a culture specific unit for all civs. Most of units are or universal to all civs or at least to all european civs.

It's nowhere to be found on the Tech-Tree, if I recall correctly - so you can't build it (unless it comes at the same time as the Warrior and the Scout?)

I would assume it would come at that time being how primitive it is
 
This might signify culturally unique Barbarian encampments. Maybe a Barb camp next to a certain civ could have a chance to spawn their UU, going along with the whole "rebels and Luddites" theme.

That requires excess coding that the developers would not belabor themselves with.
 
Could it not be something similar to the Privateers of Civ IV? A Native American UU that appears as a barbarian to other Civs? That seems the most likely explanation to me.
 
Yup, except for the fact that the civ could not be accounted for in the mini-map of that screen shot.

It's possible to see the unit but no territory, but if the mini map is fairly well explored, I see your point
 
On the unit being Pueblo, the problem is that 1) the unit has a mohawk hairstyle, which is only found among the eastern native american groups; and 2) the Tomahawk is also only found among the eastern native american groups.

We have essentially an undeniably eastern native American looking unit in what appears to be barbarian colors, that much all of us can agree on. Why that's the case - that's another matter altogether.
While I'm not arguing that the unit is Pueblo, it's not true that the mohawk hairstyle was exclusively Eastern. I've seen photos of Pawnee (from central plains) with mohawks.

Poland's color is red/black

I can't quite tell if the other color is Black or a really, really dark red for Poland. Either way, it's close enough to black so it might as well be black.

Hmm. It does actually look like a very dark red.

Unless the red is lighter/darker and the outline is completely black. I see a small chance for that, though.

Kinda like Austria and England
 
good catch AriochIV on the Pawnee could be them instead of the Shawnee. As too the color Poland's color is light red and brown while the Barbarian color is black and maroon red
 
I am afraid I have to remind you of our alphabetical achievement list arik, ruling out the Pawnee
