Battlestar Galactica!

Hi, you all can probably tell that I'm a Battlestar Galactica fan (Only the current series, not the '70s one that I've never seen) and I think it would be awesome if someone made some sort of BSG mod+scenario. I thought maybe there could be one thats an alternate scenario in which the cylons don't cripple the colonial fleet with computer viruses, and so there is actually an all out war. Since I don't think anyone knows what the cylon leadership is, we could just use the cylon Imperium from the old show. And the colonial leader would be President Adar. I imagine this scenario would use a starfield map for the ocean, and islands to be the different colonies.

Unit graphics:
-Battlestar
-Basestar
-Viper
-Raptor
-Cylon Raider
-Cylon Heavy Raider
-Cylon Centurion
-Colonial Marine (Would be pretty easy, you could just change a navy SEAL'S clothes to black)
-Cylon Agent (Just use the spy from Civ IV)

Civics:
I have a few ideas:

Government: Religon:
-Police State -Lords Of Kobol
-Quorom of Twelve -Cylon Monothesim
-Impeium Rule
Very few ideas, I know. Obviously Police State, Quorom of Twelve and Lords Of Kobol could only be used by the colonials, and Imperium Rule and Cylon Monothesim could only used by Cylons. I really need help with the civics.

Leaderheads:
-President Adar
-Cylon Imperium
Of course both are easily obtainable.
