Sorry, still wrong. Nargothrond was already in the water when the three were forged.

Eregion or Hollin is correct, Unforgiven's question.

The rings with stones are thus:

Nenya ( Nen = Water ) has a white stone and it is made of Mithril - it was given to Galadriel by Celebrimbor.

Narya ( Nar = Fire ) has a red stone - this ring was given to Gandalf by Cirdan the Shipwright.
He had it from Gil-Galad who again had received Narya and Vilya from Celebrimbor.

Vilya ( Vil = Air ) the most powerful of the three Elven Rings had a Blue stone, it was made of gold.
Elrond halfelven had this Ring given to him by Gil-Galad before he died in the last battle in the last Alliance of Elves and Men.

"You saw the Eye of him that holds the Seven and the Nine." - as Gandalf comments in the Fellowship of the Ring.
This directs us to the fact that the rings of the Dwarves and the Fallen kings are in the grip of the Sauron the sorceror.

Of the Dwarven rings, they were of gold. They had gems, but Tolkien does not say more than this.

Only the nine rings of the fell Wraiths were plain gold and the gems are un-named.

Only the one true ring had no stones adorned.
