Civ ability: Free Imperial Cities (stays the same)
Units: U-Boat (stays the same), Mustard gasser, V2.
Mustard bombs- Could be a new chemical warfare bomb. Could ignore walls partially and leave a sudo fallout. I image it would do good damage over time and have a low burst damage. It could be fired by the bomber, nuclear sub, or missile silos.
V2- The vergeltungswaffen would be a IBM. It would have a high burst damage to a single tile and have a decent range it can be fired with a bomber, nuclear sub, or missile silos.
Unique district: Hansa (stays the same)
Leader bonus: Holy Roman Emperor- All units gain +10 combat strength when fighting city-states, your units partially ignore the walls of city-states and you gain the suzerain bonus of the city-states you conquer.
 
Besides the horrific implications of including chemical warfare, what about mustard gas was unique to the German Empire? The Entente used every bit as much chemical weapons as Germany did.

And why do you think they need three unique units anyway? They're already a pretty strong civ...no, I do not see any of this as necessary at all.
 
Plenty other options for alt Germany there is like Bismarck or Prussians with Frederick.
