brain fart (Was: Shawnee seem to always be available as a choice)

I've noticed that Shawnee have no prerequistes for selection. Has there been any indication from Firaxis that all DLC civilizations will be handled this way? Will Shawnee always be "free"?

It seems... odd.

There unlock condition should be playing as the Mississippians or Tecumseh, or Improve 3 Hides, or be Suzerain of 2 City States. What I'm not sure of is if there is an unlock popup when you meet one of the last 2 conditions.

My last few games were diplomatic, so I definitely had this each time. I swear the selection screen had no prerequisites. However I loaded the auto save and sure enough they are there.
