Bridge Building is missing

I seem to have lost Bridge Building in my game. I believe its supposed to be on Engineering but isn't showing up for me.

Also after i researched Engineering(which i'm near 100% sure is where its supposed to be) my roads didn't have bridges so its not tooltip issue, its actually missing from the tech tree.

version: 3.3.4

It looks like bridges have been moved to guilds but the tech tree hasn't been updated to reflect that:

It's the same with the marsh clearing tech not being visible in masonry.
