Broken corruption levels? "Problematic" and "Nuisance" identical!

First of all: I apologize if this is common knowledge and I've missed it somehow.

I've been running a few routine tests on corruption levels: a set of seven cities, six of them on varying distances from the Palace, all of them working tiles for a worth of 110 commerce. One government type only, the Republic, was used in all tests and the only thing changed was this government's level of "Corruption and Waste" in the editor.

It all worked as expected: "Catastrophic" is losing all commerce to corruption, "Rampant" gives the highest corruption levels while still leaving something, "Minimal" has the lowest corruption, "Communal" gives a uniform corruption level in all cities except the capital one and OFF is broken (90% corruption in all cities except the capital).

BUT: "Problematic" and "Nuisance" give identical corruption levels city for city. I tested with or without courthouses, but the result is the same: no difference at all between these two levels.

Am I right? :(

My neurons are telling me that I read a thread about this some years ago. Someone (Bamspeedy?) tested it quite carefully and found a slight but existent difference. The result was on the lines of "never change govt from Republic to Democracy, it's not worth it if you get Anarchy...".

Seven cities is quite a small test sample, btw. :)

Yah, it is... it was a tiny map and I thought I compensated by giving each tile a lot of commerce :blush: I just wanted to check out the rough levels, and wasn't prepared for that outcome. It ain't much of a difference though if it doesn't even show on seven cities each making 110 commerce :D
 
Well according the the article on corruption, Problematic and Nuisance levels ONLY change how much rank corruption is present, so if you have an OCN of 20 then the seventh city should change from 7/20*2 rank corruption to 7/22*2 rank corruption ... which is 7/440 difference or (x110 commerce =~2 less corruption... and therefore possibly eliminated with rounding errors) That means that if the OCN for the map you are using was more than 30 or so you wouldn't see any difference in the seventh city (I don't know the OCN's for the maps off the top of my head)

PS were you looking at the total corruption in the F1 screen?

Yep, I was looking at the cities in the F1 screen. BTW, where did you find the article about corruption?
