Bug? - after the CN Tower is built

The CN Tower world wonder gives every city we own a free broadcasting tower (one of the most OP wonder IMO), but I've noticed that if a city doesn't have all the culture boosting line of structures already, the progression stops and you aren't able to build anything after the wonder is built.

ex) if a city with only a monument receives a free broadcasting tower, you aren't then able to build anything inbetween like a temple or an opera house.

Obviously this is kind of huge because a BT isn't as good without all the buildings boosting the city's base culture production, not to mention missing out on Hermitage and etc.

Is this an intended mechanic? or simply a bug?

I also agree the wonder is pretty amazing, but it comes so late that anyone going for a culture win surely has already built towers in all of their cities right? I think it needs to be reworked. Either move it earlier in the tech tree, make it buff towers (maybe towers are boosted up to 45% or something), or give something else entirely. Am I just playing the game wrong?

nah. The CN tower comes where it should. It's not 'really' meant for a culture game as you can get the BTs up long before that point. But for a tech/dom/Diplo win type, free BTs in all cities can push you through some of the last SPs.

can you post a save from the turn before you built the CN?

Just tested this out. Yep. Can't build culture buildings once CN Tower is built.

Sorry, wasn't looking hard enough. Seems to be working fine for me.

Even if you already have built towers in all your cities they become maintenance free, so it is still a good wonder, no need for reworking it.
