[BUG][G&K][1.0.1.705] starvation is not reported properly while building a settler

I lost 2 citizen in my capitole in a recent game because the UI is not reporting starvation properly when the city is on production focus and you're building a settler.
The screenshots below show the issue.
I think it's an "old bug" that is "reappearing" in G&K ;-(

It's not exactly a bug. Cities don't starve while building settlers.
I guess recognizing production focus as default for settlers at least would help those who don't micromanage their cites. But overall letting the governor pick worked tiles is not advisable. He is pretty dumb.
