Bug Japan os Island Maps

Guys have you ever tried this setings: Japan, small map, Islands, balanced start? Instead of getting 6 players (me and other 5), I get only 5 (me and other 4). It happens EVERY TIME here. It didn't happen with others civs that I tested. I'm playing with all the DLCs.
