It seems like krak des chevaliers leads defeated boats to retreat to the capital even if it's an inland city. But I don't think anyone would use Corsairs as city defenders, so I'm not sure of the exact cause of this bug; my best guess is about defending when blocking.

Edit: end the turn on the "in search of plague" save and the Incas will get plague.
