It's not regardless of stability, but it's contextual. The stability of the owner determines which cities can be part of the respawn. If the owner is unstable, all cities are included. If the owner is shaky, it includes the potential capital, core cities, and colonies (from the current owner's perspective), which is still almost all cities. At stable, the capital is still included. All these thresholds are after Nationalism has been discovered, before Nationalism they are one level higher each.

Note that due to other respawn conditions, a minimum number of cities needs to be part of the respawn for it to proceed. So the situation that only the capital is included usually isn't significant for the respawn to succeed, but it can be for civilizations with a small respawn area, e.g. Korea or the Netherlands.
 
4. Ottomans did not spawn even though Turks controlled Babylon at one point. Also Ottoman spawn conditions should probably be explained on conditional spawns Civilopedia page.
Turned out that this condition was not the reason why the Ottomans did not spawn. There were no free slots available for them. This was due to a bug in the logic that is supposed to open up slots in the situation that all slots are already taken. Fix will come soon.

I have a couple of observations on their respawn that aren't really bugs, but more just my two cents.
  • The units I had stationed there weren't expelled to my territory, they were flipped to the Koreans. Luckily I only had two units there, but if I had any sizeable military garrison, it could be frustrating to have them all flip unexpectedly one turn.
  • I understand they need to spawn with sufficient military to protect themselves, but they spawned with the sixth most powerful military, including modern riflemen and 7 artillery units. If their immediate goal is defense, I think they should spawn with less siege units. Maybe the "Rise of X" combat bonuses can be applied to the core territory of a recently respawned civilization, or their new cities can receive a free Star Fort, Bunker, and Bomb Shelter, if they have the appropriate technology for them.
 
Yeah, I would like that mechanic to apply in that case as well, but it's not as easily implemented as just flipping a switch somewhere.
 
I'm playing this save for fun (hence my massive buffs and all) but for some reason the game crashes to desktop as soon as I press the next turn. Probably it has to do with it being from six versions ago but there's something causing the crash. I tried WB'ing everyone into 1 turn of anarchy, updating my version or making them develop their ongoing technology but it still crashes to desktop after the next turn.

TBH I don't exactly remember, probably from six Git updates ago. However, I updated the version and it still happens (UPDATE: My files are dated 22/06/2022 if that helps).

Irrelevant to the question but what makes China switch from Hongwu and Kangxi? Because I see my saves and I go back and forth between those two.

When did the complicated resurrect rule added to the game?In my 1.16.2/1.16.3 game (not git ver) shaky level didn't trigger resurrection for human at all. Only unstable or lower level triggers it. Even nationalism is discovered. I'm confused because in my game Korea has only one city that should be intended to always resurrect.

It's been in the game for quite a bit. My explanation is consistent with your observations.
 
I already won the historical victory goals as Harrapa and was under the impression you could win a Religious victory afterward. I did all the Buddhist goals but didn't get any victory pop up. I'm playing Marathon if that's any help.
 
In 1700 AC map, France, Congo, Japan and Netherlands show up these python exceptions at the begining of their gameplay and have their historical goals erased in the Victory Conditions tab. Also, Russia doesn't begin with it first UHV goal completed, which causes the player to fail right at the begining of the game.

Thanks. If you still have a save from just before completing the URV, that would also be helpful.
 
I haven't updated since early June if that matters. To achieve the URV the caraval near Panama has to meet the Peruvians because you have to be in contact with the civs for them to be cautious and they're the last civ I have to meet.

It's not your fault, there is a bug with the Channel Tunnel where its effect doesn't play well with there being unused slots. Fix is coming.

Looking into how this works, I think it's consistent with all other victory types that you cannot win the game again after winning with a different victory type. The only difference is that you can win a with a different civilization if you switch to it after achieving victory with your current civilization.
 
Is it a bug that an AI can declare war after signing a peace treaty?

Playing as Moors, signed a 10 turn peace treaty with the Spanish. Two turns later they declare war again. Maybe the AI gets an exception because Southern Iberia is part of the Spanish 'expansion area'?

Quite sure that's the conqueror event that AI Spain gets.
 
When completing the Cruzade quest as catholic in the 600 AC map, one of the rewards is the construction of the St Peter Basilica in the holy city. But even having St Peter Basilica built in the holy city, the option to choose for its construction still selectable. Save attached.

I was unable to build the Itsukushima Shrine in any of my cities for some reason, despite having researched Logistics, being Buddhist and all my cities being coastal. Latest git revision. Should I upload a save?
 
Hi! Leoreth, in case you read this you have nothing but my greatest respect for your work!
I had a so much fun playing this mod in the past.
Anyways, I just tried to install the current version of the mod (no old version present) and when I tried to start the mod (both shortcut/loading through main game) while Bts would continue running, nothing would happen.
After some troubleshooting I ailed the problem down to including the Varietas& and ethnic graphic options. Without that, everythings works fine.
Is this a known issue:

Windows 10
4k graphic settings (was that an issue maybe)
3.19 Civ IV version
Anything else that is needed?
ANyway, I would love to play this mod in all its glory but I'm also happy without that.
