On the topic of switches, I can't really switch the "cheaty" way right now because this exception pops up right after. This always happens, even at turn 0, both with ctrl+c and alt+z. When switching the right way, through the popup when a new civ is born, the exception doesn't happen.
Also, the add player tool in worldbuilder doesn't work because of this wrong function call

All these area should be marked as historical or at least periphery. This area was home to many islamic states such Volga Bulgaria, Khanates of Kazan and Sibir and even today there is a considerable community if not the mostly populated area of muslims in Russia.
Some events that need at least one city founded are triggered when the player doesn't have any cities. Save attached.

The herbalist event. It was triggered before I could found any city. Although you still can have the bonuses of the event, theres is no way to be punished if you chooses the most unpopular option. Also its an event that impacts directly cities, it should not be triggered when you doesn't have one.

Research also seems to be going really fast? Maybe this is normal research at 100%. Whole thing feels like EZ mode.

The reason for the lack of stability checks is that you are still birth protected. The number of turns is increased because Mongolia was still considered an AI when it was set.

Looking into the save, Chian researching Construction is actually unrelated to the problem. Even on the turn of the save as you uploaded it, the Construction requirement is already failed. This is surprising because nobody has discovered Construction at that point, and even if something else had triggered the failure it should have also failed the entire goal..
Do you have more previous saves that might help me find a situation where that isn't the case and then identify the cause for this situation?

unfortunately not, but I played a different game a bit later and had the same thing happen on oracle contruction on an earlier turn. I'll run another with some open time and dump the autosaves, a possible thought is maybe the harrappans collapse was triggered by their discovery of construction and it fails then but goal checking doesn't process properly in the collapse sequence
