There was a fix for the issue you mentioned that is included in 1.16.8.

What about your Python errors? Are you trying to continue the save from 1.16.7? It is probably not compatible.
 
Savegame incompatibility is probably it.
 
A UN resolution bug - releasing "starvation" from ??? civilization. I only have the save after I voted "Never!" (just in case) - attached.

Loaded up a 3000BC start as the Netherlands. The AI Mayans have already completed the tech tree and built the UN by 1580. (alt history at it's finest)

Looking at the game history, it seems at one point the Mayans respawned with a massive tech lead,

Do you have the initial 3000 BC autosave from that game?
 
Theodosian Wall is defined in game as a wall, not a wonder. It can be destroyed if the city is sacked. I see barbarians do this and the wonder disappeared.
 
Do you also have a save from >10 turns (assuming normal speed) before the Mongol spawn?

I started a game as Harrapans and won the UHV and took over Persia a turn or two after, I then won the Persian UHV and ON THE SAME TURN Byzantine spawned and I took over as Byzantine. However the game is stuck on "waiting for other players" loop. I am guessing this is caused by Persia getting the victory prompt while I am controlling Byzantine (so the AI gets stuck). Is there no way at all to continue the game as Byzantine here?
