C2C - City Size Reqs on Buildings

It might be wise for us to plot out a system for all the buildings to determine what size city they are allowed to be built at. Putting limits on buildings would possibly help the excess gold, culture and happiness cities currently have. Note there are some buildings that have limits. Here is a quick chart ...

In short separating it into ...

1-5 = Village
6-12 = Town
13-24 = City
25-29 = Metropolis
30+ = Megalopolis (maybe have to adjust this to higher size)

Please post ideas and help brainstorm this. What buildings would better fit in a town or city or metropolis?
 
So since we are dealing with building size requirements, what better way to compare but use the best city simulator of all time, Sim City 4. Here are some building requirements it used.

As you can see, not everything translates well to C2C but we can see some trends and methods that SC4 used for their buildings.
 
There is no difference between Metropolitan Administration and Capital Administration that I can see. They are needed to increase the work area to 3 squares if you have "bigger cities" off so it may not be possible to get those size pops until you have built the city.

Some of the changes include, almost ALL new terrain, water, coastal waves, etc.

Lots of tweaks to the dll, to IMPROVE turn times, and especially the way the AI NOW works, really bug change on that, need info on the way they are working now.

Brand new way of Culture for each and every civ, has there own way of working the situation were they are placed on a map, with the resources that they have in vicinity.

Added Australia to the core mod as an Oceania Culture.

HALF the size of the old mod, which also means again better turn times.

This is only 1/8 of what "we" have done from version 14 to 15
