I'm pretty sure you don't need an account to d/l the SVN. I don't believe I have one, and it downloads fine for me.

no, the svn is just where they develop the mod
when there done they realese a new version, basically right now its ver 24 "beta"

Yes, but remember the "final" versions have been tested and are stable**. The SVN versions are dynamic and may "break" something that worked previously, and you have to keep up with the topics to make sure that the copy you are using has been "fixed". That's why I keep several versions of the SVN on my HDD (back-ups that are zipped plus my working copy plus the one that gets updated daily by me), as well as v23* (and 24 when it is released).
*the only reason I still have 23 is because it is on a DVD-r, and can't be erased
