I just re-sent the save, and Rik Meleet's comments about Capitalization in the password. Maybe that will spark it.

I think you had not ended your turn by clicking Enter, because the game first had asked password for Carthage, and only second try, when I click "X" button and loaded save again - pass for Celts

Got to click twice this turn! 
It would be helpful if everybody could, at least until the game gets a good flow going. It really helps keep track of where the save is.
