Can I view enemy spaceship progress?

I should know the answer to this, but this is my first game of civ4 that has gotten this far in several years. Quick google search didn't help either. I think the answer is no, you cannot see their progress only track the events when they build stuff.

Can a civ still launch a spaceship after they have capitulated? That seems like the only way to stop them from launching if it works.

Is the only way to stop a spaceship that has launched by destroying the entire civ?

1. Yes. Capitulated Civs can also win via culture if they have enough cities to trigger it.

2. Capture or destroy whatever city was there capitol at the time of launch before the ship reaches Alpha Centauri. The ship loses contact with earth and the civ loses it.
 
Isn't spaceship progress shown on the same screen that shows progress wrt other victory conditions? Like % of population, square miles and cities with most culture? Or is this dependent on espionage?
(I thought it showed always, but I am almost never in a serious space race, even if some AI is building parts they are usually so bad at organizing the research and build order that it's not a problem to win - if they keep the peace)
 
Capturing the capital is enough to destroy the spaceship which has left earth.
Otherwise use spies to sabotage/destroy SS parts.
Unlike in the previous civ versions, you can't see an AI spaceship that has been launched to check the arrival date at AC.

That's weird. I heard that when capturing capital after new capital after new capital, the SS would always move to the new capital, so that it's not destroyable, except by extinguishing the whole civ.

And what I know for sure, you get a text-message about when the AIs SS was launched. One can also see it fly in the space on that turn, just like with a player SS.

Before launch capturing the capital doesn't help. After launch however capturing the capital will destroy the spaceship.
 
And when you are playing with permanent alliances on, make sure your ally doesn't lose its capital.
Losing one capital in a team is enough to terminate the trip to Alpha Centauri.

In the Victory screen (F8), you can see that for the most advanced AI. If several Civs have completed the Apollo Program, you may be in the dark.
Same as for Culture, Land count, etc. You have your own info and that of the best competitor.

It's also announced in the log "XXX has completed YYY spaceship part."
If the race looks to be tight, you can keep track of everybody's progress with a pen & paper.

I believe you can also check this in the wonder screen. There is one "tab" for World Wonders, another for National Wonders, and a third for space ship parts. It's a bit messed up in BUFFY (not sure about BUG as I've not used it for a long time now), so it doesn't show dates, but all spaceparts should show there, so you can sort of find out how the other civs are doing.

As you mention, the Victory screen will only show the civ that is furthest ahead in the different victory conditions, including space.
