Can purchase Wats with Jesuit Education as civs other than Siam

The religion with Jesuit Education is not mine, my city was converted by a Great Prophet belonging to Persia (to my knowledge Siam is not in the game, but there is one civ left undiscovered). The University was bought in Warsaw before the conversion took place.

Have not actually gotten around to buying the Wat yet, but it sure looks like I'll be allowed to do so.

edit2: successfully bought the Wat in the Polish controlled Warsaw. Siam is not in the game.
