Can the AI start plotting the same turn it makes peace?

So I had Shaka as a neighbour and kept him busy by bribing him in on other civs. Then on the turn he makes peace with another AI player I can't bribe him on anyone as he immediately starts plotting(on me obviously).
I hadn't refused any demands either.

Shaka can plot at pleased.If he was in war mode before the war you may have still ben his target. He is just a machine that constantly declares on players. Once at peace it's possible he could start plotting on you if your not friendly with him.

I doubt an Ai at war would declare on another AI. If they are in red fist mode they certainly won't. The better bet is to bribe an AI on him instead.
