Cannot build Missile Lab

The building is present in description of Advanced Rocketry tech, however i can't find it in city building menu, even after i build nuclear lab and nuclear silo.

I have Afforess pack and ANM mod installed, checked carefully their descriptions but it seems building is from original RoM and not modmods.

Does this building have any prereqs not mentioned in civipedia or is it error?

You need to have M.A.D civic enabled. I haven't got the help text quite working, that's what wrong.
