Syndicalism is a dangerous ideology, preaching the triumph of mass revolt over the safe and established social and economic order. As evidenced by the violent revolutions in France and Britain a decade ago, ongoing strife in the United States and Spain, and the unprovoked and deliberate assault on federated Italy, it seeks nothing less than a reversion to anarchy and bloody conflict.

On another note, we are concerned by your military build-up and denouncement of respected German officials. Germany is involved in China, possesses numerous possessions in the south, and looks to assist the Chinese government with its reforms to a free-market industry.

But, Germany is opposed to the expansion of Syndicalism and can find common ground with Japan in engaging this threat.

You misunderstand our stance on AOG leadership. Our quarrel is by no means with the German leaders there, but with their failure to take a hard-line against syndicalist-inspired rebels in their sphere of influence in China. Our military buildup was purely in defensive interests as we need to show the Chinese that we are completely unwilling to allow the same rebellions to proliferate in Fengtien and Transamur. If Germany could convince the AOG to crack down on the rebels, Japanese leadership would be much reassured and we would stop fortifying the frontier.

On another topic, we are immensely pleased to hear that Germany is opposed to syndicalism as wholly as Japan is. You have no idea how reassuring that sounds here in Tokyo.

The "Curtis" Compromise​

Even before the events in Chicago took place in January the government of the United States was keenly aware of the critical situation developing in the country. With President Hoover incapable or unwilling to tackle the situation it fell to Vice President Charles Curtis to handle the crisis.

Curtis met numerous times with Jack Reed, and was in Chicago during the riots. Jack Reed, unlike some later portrayals of him, was not a stubborn ideologue but a political operative who knew his ways around Washington as well as around a factory floor. It was obvious that Reed would not win the election later that year unless something extraordinary happened, and when Curtis approached him to offer him a role in shaping government policy Reed saw his chance.

Of course a compromise with Reed and the unions would mean almost certain backlash from the conservative AFUP, but the international events were on Curtis' side as it would seem. Syndicalist governments in France and Sicily provoked a war against the Italian Federation, and although America was not a Catholic nation the Pope was a deeply respected figure, a symbol of Christian faith.

With what seemed like Christian faith itself under attack by the forces of Syndicalism a strong foreign policy was an easy sell to the AFUP, but as Curtis pointed out to Huey Long, factories have to be running if America was going to fight Syndicalism. Grudgingly Long had to accept a compromise with Curtis and Reed.

In an emergency session of Congress called in early February Vice President Curtis presented the administration's proposal. In an address to the joint session of Congress he urged lawmakers to adopt "a path of Popular Democracy. A way forward for America where every person can share in the prosperity of this great nation and where we can stand up to our enemies both at home and abroad." Idaho Senator William Borah acclaimed Curtis "a great reconciler, a walking political encyclopedia and one of the best political poker players in America," following Curtis' work on the compromise.

Congress created the Department of Labor and approved the nomination of Jack Reed to the position of Secretary of Labor. Huey Long ascended to the position of Secretary of War, replacing Patrick Hurley. Both men, enemies just a few weeks ago, set out to improve their country through their new positions - Jack Reed by leading the development of a comprehensive labor program that Congress was to enact in a few months, and Long by preparing the country for a potential war against Syndicalist nations abroad.

And in the rest of the country people could finally breath a sigh of relief as workers returned to the factories, militiamen back to their farms, and the rest of the country could go about its business. At least for now.

Mass Production: The conversion of factories to mass production and assembly lines will help industry growth. Allows use of military units on the turn you use them. (Possible IC increase and easier military equipment repairs)

The commune of France is ready to talk peace, but we will not leave empty handed. I suggest to avoid a world war, Commune of France keeps Grenoble and Nice and takes Corsica, all which were unfairly taken from France earlier in this century. That is my demand and Sicily would tell you their demands. If you fail to accept these, then Millions will die in another unnecessary War. This will not just end up being a war between France Sicily and Austria, you will end up being at war against all the Syndicalist.
