Not even the wheel. You still get the harbors for free from the start of the game, but you can only get the trade routes until you've researched The Wheel.

No, I think you keep that bonus from the start.

Right from the start. With god of the sea it makes those sea resources super powerful early game. I seem to always start somewhere without any near my capital or 2 realistic cities away as Dido tho, which is really annoying.

Loving Carthage. Granted it took me a couple games to figure out the "Wheel" trick to enjoy the trade bonus, but harbors from the start, and that unique trireme?! Totally awesome, keep the city pop low and city spam coastlines, then defend with your boats. BOOYA!

Yeah that's a good way to go as well, but I think it depends on location a lot, if you start with say 3 sea resources, the god of sea pays off much sooner.
