The achievement for spawning 100 generals (and winning game 100 times and having a standing army of 100) only counts generals spawned through means of combat, picked GG from Hagia Sophia, Liberty finisher, and Honor policy do not count, so it's VERY likely that the same is for Carthage's ability.
In G&K AI will do aggressive and sudden naval invasions, this coupled with less-sinkable embarked units and "melee" ships that attack cities, might worry Carthagian officials a bit, as their cities will probably all be on shore..
Maybe the quinquereme gives them a chance to keep up a good navy for defense.
How do you think their unique warship will be in the game? Will it be a heavier version of trireme, or will it be a cheaper one (like landsknecht to pikemen) or maybe a superfast trireme? I don't know how they were historically.
Haig: The only thing I can think of is that they might be faster.
It also would appear that Carthage's 'natural' enemy Civ is the Netherlands. The Sea Beggar would greatly love to steal the money from Carthaginian trade routes.
I think the naval civs are all going to be playing a cat and mouse game with each other. They each have different strengths. The Netherlands will be a threat of raiding, and so will the Danes, I think. England and the Ottomans will be more of a threat for actually capturing coastal cities. England moves fast, and the Ottomans can bring a lot of ships to the party.

If triremes become melee, that may be a lot harder that before.
ranged units can eventually get +range, and therefore not get hurt when attacking, but melee units always have to get close. So that 40 defense city will crush the poor trireme fleet in GaK, unlike in vanilla.
The Mountain Crossing UA will be really useful if it means that you can avoid choke points to invade territory. Battle lines are emphasized in GK based on the changes, get a couple of melee units behind enemy lines by Mt. crossing and you can wreak havoc on any protected ranged units.
The Harbor bonus will make Carthage a beast on the sea, I agree that the mountain crossing is rather situational, but if you are trying to invade by sea it could also make it easier for your units to disembark on difficult places or outflank a force defending the coast.

I'd think it would be the opposite. The relaxation of unit tile restrictions indicates that mountains will be less restrictive in G&K, not more. Being very map script and RNG dependent doesn't help either. Those bonuses tend to be poor anyways even when the bonus is really good (like Spain).
