Hello guys, I'm new to this forum and to VP as well (I find this mod fantastic). I think that it will be good if there was the possibility to declare war without all the warmonger penalties if there is a justifiable reason. A casus belli, like in civ 6 for exemple... Religious wars, Colonization, reconquest, ecc... What do you think about that?
(English isn't my first language so I'm sorry if there are some mistakes...)

There is technically a World Congress proposal called Casus Belli that decreases warmonger penalties when declaring war and speeds up warmonger penalty decay. It's not that powerful a proposal in my experience but it is there.
 
This concept was explored and part of it was integrated into Vox Populi. There just wasn't the AI training for them.

When you declare war on a country and take their cities, there will be some AIs that might take offense or AIs that are barely touched at all depending on how your and their diplomacy was with them and the latter respectively.

This is a huge difference between vanilla warmongering as Gandhi will get angry and Genghis will nod at your warmongering whereas now Gandhi and Genghis may have differing views depending on where and whom you are warmongering against.

There's also a new bonus to liberating cities that grants you -25% off your current Warmonger score.
 
Liberating does mitigate warmonger score too though, doesn't it?
Somewhat on the UI to your civilizations(that may care about your liberation or not care at all).
