My experience suggests that even if you are the tech leader if you are studying a tech that someone else has you get both TD and WFL but only in the Prehistoric EraWFL is a souped up Tech Diffusion that does not care if you are the Biggest empire. All you have to be is a tech or 2 behind the "current" tech leader to get it's benefits.

This doesn't keep you from benefiting from a beeline but it does penalize you if your beeline takes you into a new era before you research everything in the previous era, by making what you left behind now cost more.I also have Beeline Sting On and so have been more methodical in my research but the AI still beelines.
It is a tech research rate handicap bonus amount that you get for being behind in population and/or city count to the prospective leaders in those categories. You can be the tech leader and still be getting bonus from WFL so long as your nation doesn't have as many cities as the nation with the most cities and/or your nation doesn't have as much total population as the player with the most total population.
It's a nation size handicap. Nothing to do with how well you're doing in research.

True, there's no adjustments to the trade or tech path selection code. Will take some heavy consideration to figure out how the AI should 'evaluate' this as a factor.The AI does not care. But it does make them more willing to trade a "left behind" tech for a "leading" tech. And ask for them even up.

I think it's more to do with the Healer AI than the Property Control AI.Maybe the AI just really hates Disease and is training all those Medicine Men to fight it?
I mean, it's like Park Rangers before all the Air Pollution/water Pollution reducing buildings, you just had to build tons of them to nullify the pollution.
On the flip side, it's hard to fight against 50 Park Rangers, so your cities were pretty safe.
